WP/14/03 Corruption perception of Belarusian small and medium size enterprises

The paper considers the different definitions of corruption, traditional methods of assessment in the context of international comparisons,  its effect on economic development, and some of the best anti-corruption practices. The main part of the paper is devoted to the analysis of the Belarusian SMEs survey results on the perception of corruption conducted by the IPM Research Center in May 2014. The paper provides the estimates of the prevalence of corruption and shows their sectoral and regional differences. Additionally, the relationship between the perception of corruption and the dynamics of the economic state of SMEs is analyzed. Special attention is paid to analysis of the roots and areas of corruption, its changes and possible anti-corruption measures.  The paper contains an appendix with the distribution of responses to the questionnaire on the corruption perception of Belarusian SMEs.
