WP/08/06 Indicators of Economic Reforms in Belarus

Studies of reforms of the Belarusian economy focus mostly on the process of privatization. This paper, however, examines primarily the institutional conditions for the operation of economic agents in Belarus and attempts to determine the conditions that significantly affect their behavior. First, it examines particular features of the behavior of economic agents and operation of markets that distort basic (theoretical) functions. Then, it identifies the economic policies in Belarus that determine the institutional features of the Belarusian economy. Clearly, reforms and transformation of these policies will also affect the entire economic system. Thus, these solutions (actions) of the economic policy can be considered as indicators of economic reforms.
