Doing business conditions in Belarus


In spite of constant activity aimed at liberalization of doing business conditions and an indicators’ increase which are studied by the World Bank (rating Doing Business, indicator “distance to the front line”), quantitative statistical indicators of small and medium businesses show almost complete absence of changes. During answering questions most of the SME subjects mark negative dynamic of enterprises’ development and deterioration of doing business conditions over the past year. Partially this negative estimate can be explained with unfavorable external economic factors. It’s very important that in these conditions the state needs to be attentive to requests and problems of small and medium businesses that promptly improves regulatory framework and simplifies administrative procedures as much as possible.
The study is based on survey results of small and medium businesses which was held by the Laboratory of axiometric studies NOVAK in April-May, 2016 for IPM Research Center.
