Faced with persistent external imbalances over the last couple of years, Belarus responded to these developments with a rapid build-up of its external debt stock. It grew in USD terms by more than 4 times over 2007-2010, from USD 6.8 bn in the beginning of 2007 to 28.4 bn in the end of 2010.

WP/10/08 Social Policy in Belarus: Efficiency, Channels of Influence on Poverty, and Development Prospects

The economic policy in Belarus is often referred to as socially-oriented. It has resulted in the preservation of a high degree of equality of income of the population, comparable with the EU. However, the level of income in Belarus is far below the level of income in the countries of Central and Eastern Europe. Throughout the 1990s and early 2000s, more than one third of the population was below the official poverty line in the country. Over the past decade, the poverty rate fell substantially to 5.4%. Accordingly, the aim of this paper is to determine what factors accounted for this decline and the role of the social policy in it.
