Belarus Infrastructure Monitoring

Belarus Infrastructure Monitoring is preparing by the IPM Research Center  within the framework of the project "German Economic Team in Belarus". The main objective of this publication is to provide a qualitative and quantitative assessment of the regulatory situation in the major infrastructural areas. The methodology used for the quantitative assessment is originally developed by The Institute for Economic Research and Policy Consulting(Kiev, Ukraine). The methodology, which is based on a similar one developed by the EBRD, allows to make comparisons with other post-socialist countries.

This publication analyzes the main changes in the four sectors of infrastructure in Belarus: railways, roads, gas and power. Basing on the EBRD methodology, the Monitoring focuses on three broad areas of infrastructure reform: commercialization and privatization, tariff reform, and regulatory and institutional development.
